Programs
The Principal Deputy Director, Defense Research and Engineering is responsible for formulating, planning, and reviewing the DoD Research, Development, Test, and Evaluation (RDT&E) programs, plans, strategy, priorities, and execution of the DoD research and engineering. The Principal Deputy also reviews the suitability and technical maturity of technology moving into acquisition programs.

The Principal Deputy also serves as the Director for Plans and Programs which is responsible for oversight of the Department of Defense’s Research and Engineering portfolio totaling over $25 billion. Plans and Programs provides a wide range of activities that include:

In addition, the Director of Plans and Programs provides oversight over the Joint Coalition and Operational Support; Modeling and Simulation Coordination Office; and the Defense Technical Information Center. In addition, the Director serves as the Executive Director of the DoD Energy Security Task Force.

The Joint Coalition and Operational Support Office coordinates activities between Defense Research and Engineering branches and their counterparts involved in formal development of operational needs. JCOS serves as a focal point for coordination of programs providing research and development support for joint warfighting commanders, and supports Science and Technology Advisors serving joint commanders. JCOS participates in forums subordinated to the Joint Requirements Oversight Council (JROC), coordinating expert representation by members of the DR&E staff and other elements of the Acquisition, Technology, and Logistics (AT&L) organization. JCOS likewise monitors activities in Defense Capability Portfolio Management (CPM) forums, and directly represents AT&L interests in the Command & Control and Netcentric Warfare portfolio management bodies. The JCOS Office provides oversight of Defense funds underwriting Joint Experimentation, Joint Command & Control (C2) Interoperability, Joint (C2) Systems Integration, Joint Fires Integration, and Joint analyses.

The Modeling and Simulation Coordination Office (M&S CO) performs those key corporate-level coordination functions necessary to encourage cooperation, synergism, and cost-effectiveness among the M&S activities of the DoD Components. As the Executive Secretariat for DoD M&S Management, M&S CO is responsible for fostering the interoperability, reuse, and affordability of crosscutting M&S tools, data, and services to provide capabilities for DoD operations. The M&S CO is DoD's lead standardization activity (LSA) for managing modeling and simulation standards and methodologies (MSSM). M&S CO is DoD's POC for coordinating M&S activities with NATO and Partnership for Peace (PfP) nations, The Technical Cooperation Program (TTCP), and other international Allies.

The Defense Science and Technology Center - Europe/Far East (DSTCEUR/DSTCFE) identifies advanced non-US research, development, and acquisition programs and related technologies for possible integration into the US Armed Forces and purchases non-US combat systems and subsystems in support of current and future US Department of Defense service and agency programs.

The Defense Technical Information Center (DTIC) serves the defense community as the largest central resource for DoD and government-funded scientific, technical, engineering, and business related information available today. For more than 60 years DTIC has provided the warfighter and researchers, scientists, engineers, laboratories, and universities timely access to over two million publications covering approximately 250 subject areas.
