Ms. Quinlan currently serves in the Director, Joint Interoperability, Office of the Under Secretary of Defense (Acquisition, Technology & Logistics). She attended the Pennsylvania State University and is an alumnus of the University of Virginia. Ms. Quinlan graduated summa cum laude with a degree in Systems Engineering and is licensed by the Virginia State Board of Architects and Engineers....

The Joint Interoperability Office is focused on reduced fratricide, increased force effectiveness, and
decreased taxpayer cost through fully interoperable systems down to the
lowest tactical level of engagement.
The I/O mission is intended to fully exploit our costly weapon systems at
the full kinematic range, and make full use of assets in theater, the
results of which are lower costs to taxpayers by paying once vs. many times.
