Welby is the Director, Systems Engineering for the Director, Defense Research and Engineering, in the Office of the Under Secretary of Defense for Acquisition, Technology and Logistics (USD(AT&L)). The SE Directorate provides technical support, systems engineering oversight, program development and mission assurance certification to USD(AT&L) in support of planned and ongoing acquisition programs.

• Perform substantive technical engagement throughout the acquisition life cycle with major and selected acquisition efforts across DoD to apply best system engineering practices to:
  • Help program managers identify and mitigate risks
  • Shape technical planning and management
  • Provide insight to OSD stakeholders
  • Identify systemic issues for resolution above the program level
• Provide flexible engineering and development planning policy, guidance, and workforce development requirements for the DoD acquisition workforce.
• Foster an acquisition environment of collaboration, teamwork, and joint ownership of program success through a proactive program oversight process ensuring appropriate levels of systems engineering discipline are applied through all phases of program development.
• Engage all stakeholders across government, industry, and academia to collectively advance engineering practice and achieve acquisition excellence.
