PERSONNEL AND HEALTH POLICY
MISSION & FUNCTION
The Deputy General Counsel (Personnel & Health Policy) provides legal advice to the Under
Secretary of Defense (Personnel and Readiness); the Principal Deputy Under Secretary of Defense (Personnel
and Readiness); the Assistant Secretaries for Health Affairs and Reserve Affairs; and, for some matters, the
Director of Administration and Management. This office advises in such areas as military justice, military and
civilian personnel, the authorities of the Secretary and other senior DoD officials, DoD organization,
labor-management relations, equal opportunity, health care, family policy, and dependents’ education. On the
General Counsel’s behalf, this office coordinates the support provided by the Office of General Counsel to
Presidential nominees for DoD positions. The Deputy General Counsel (Personnel & Health Policy) supervises
the Director, Standards of Conduct Office; General Counsel, White House Military Office; General Counsel,
Washington Headquarters Services; General Counsel, Department of Defense Education Activity; General Counsel,
Defense Human Resources Activity; General Counsel, National Security Personnel System Program Executive Office;
General Counsel, Defense Commissary Agency; General Counsel, National Defense University; General Counsel,
Tricare Management Activity; General Counsel, Uniformed Services University and Health Services.
